When gluing the gunnels to the boat, make sure you wet out both the plywood and the wood strip with plenty of epoxy resin. this saturates the wood and eliminates the risk of not having enough. Replacing wood gunwales on 11ft row boat if yours is ply or grp, shape the wood, then glue/bed the inner and one outer to the gunnel with screws from the outer through to the inner. then glue the second outer to the first. hides the screws. the sections i used were about 25mm high and 15mm thick. no steaming needed..

With woodstrip, fiberglass and epoxy construction, all of the wood is encapsulated in epoxy, so scuppers are not needed for drainage. although there is a bit of weight saving, you also lose a bit of strength because the gunwale is not in continuous contact with the hull, so why not just make the gunwale a bit thinner in the first place..
